  • Governor, congratulations again on the election. Are there ways for you to get around General Assembly approval to expand Medicaid using existing executive powers such as those given the Governor under Virginia's law for public/private partnerships for government services? For example, could you enter into agreements with Virginia hospitals and other healthcare providers to provide managed care paid by federal funds to the 400,000 uninsured Virginians who do not qualify for the current Medicaid program and do not earn enough to qualify for the federal exchange? Republican Governor John Kasich was able to do this in Ohio.
